In spite of the heavy sacrifices which the Jewish State would have to make in this matter also, the Jewish Agency accepted the proposal for an economic union, terming it a promising and statesmanlike conception. The Jewish Agency accepted the terms of GA/RES/181(II) and
Declared Independence of "The State of Israel" on 15 May 1948. The Arab Higher Committee independently
Declared Independence of the "All Palestine Government" on 28 September 1948. Anyone with eyes can see that the Administrative Council for Palestine formed by Arab Higher Committee, thinking the military outcome of the invasion by the five Arab Armies would turnout in their favor
(all but assured), made their declaration 4 months after the the establishment of Israel and four months into the First Arab-Israeli War for independence.
NOTE: The Administrative Council for Palestine actually established the All Palestine Government on 22 September, 1948 by vote in Gaza. However, it took a week to secure Arab League approval. The 28 September date is the official "announcement date." The All Palestine Government declared sovereignty over the expanse of the territory formerly under British Mandate (less Jordan).

The All Palestine Government disolved in 1950, after the establishment of the Armistice Lines. Ahmed Hilmi Pasha
(self-proclaimed "Premier" of the Government and former General of the defeated enemy empire of the Ottomans) was the first and last Prime Minister of the All Palestine Government. He later became the Military District Governor of the West Bank under Jordanian Occupation.
