Any time someone claims that a particular ethnic group is inherently superior to another due to genetics, that is known as a eugenics. This is the same philosophy that was pushed by the Nazis, i.e. "Übermensch," as an excuse for what they wanted to do.

Folks that study human genetics know, that all human population groups are essentially the same, the differences lay in how different ethnic groups raise their children and relate to each other and society. This is the explanation for statistical variance.
