Cost of allowing rebels in Odessa would be destruction of infrastructure, thousands of citizens killed and maimed in crossfires, the total destruction of the economy and complete dependence on Russian handouts brought in by sporadic "convoys". This is what happened in Luhansk and Donbass.
People in Odessa were not having it. Russians go and get out of Ukraine if civil war is on your agenda was the message.

Majority of Odessa's population was always pro Russian. They hate those who came from the western Ukraine calling them "roguls".

So we can see that Ukrainian army came to Donbass and war began but Russian army came to Crimea and there is no war.

There are absolutely different people fighting in both sides but the main difference is those who protect Donbass are forced to fight while those who attack them came from other western regions of Ukraine. A lot of stolen domestic goods was sent to their houses in western and central Ukraine and it is well known to all Ukraine as it was widely shown on their TV.
I do not deny that there are disguised Russian military consultants in Donbass and there exists some weapon supply channel but there is no Russian army unfortunately.

And Putin never said there are Russian soldiers in Donbass.

This is what happened in Luhansk and Donbass.

It is a real civil war in Donbass. People do not agree to admit new government who came after bloody coup.
So, nazi violated the law and took power in Ukraine, citizens of Donbass were not agree and they were threaten, arrested and killed, so they were forced to protect themselves.
In Odessa the same would happen, that is why the city now is full of nazists from western regions, full of army men and local people are afraid to express their opinion. I know it well as my father lives there.

And all those 4 years huge terrible anti Russian propaganda has been sounding from every device.

I see only 2 ways to solve this problem.
1. The one chosen by Putin: soft, working in legal sphere showing that Russia is right and is developing while west is lying and pro western regions are in poverty deeper and deeper. In about 10 years they will be back with us.
2. The one I prefer more - to enter army to Donbass, and protect those people with official presence. And kicking American asses in Syria so that they stopped interfering Ukraine. One sunk ship, 5 shot down jet will cool them down and peace will come to both Syria and Ukraine.
