1. I can't see why the USA would back off and allow this, but they don't want to block Turkey's futile attempt to have their little shooten match at sea, and will not go too far away.
2. So Turkey can come on down and shoot their guns, and if a missile goes toward Israel, then don't be too surprised if Turkey loses a ship or ten.

Their goal of eliminating Hamas will not happen during the Gaza campaign. Hamas leadership is not in Gaza. It's very likely that many of the Hamas foot soldiers have used the network of tunnels under Gaza to escape.
