By 1990, China had acquired the ability to launch multiple satellites into distinct orbits from a single rocket, a technological feat that in many ways mirrors that of deploying multiple warheads from a single missile. Despite obtaining this nascent ability, developing and deploying MIRVed missiles did not appear to be a top priority for the country's rulers. However, with the United States reinforcing its commitment to missile defense over the last decade, more Chinese experts are drawing connections between MIRVs and missile defense.

Nobody is saying it was. China already had nuclear plants and hydrogen bombs. What they had however was missile technology that was about 40 years behind that of the Russians and the US. President Clinton gave their "space program" a boost, and at the same time taught them how to make better ICBMs.
