"Open border" refers to the FACT that anyone can approach a border guard and ask for assylum and automatically be admitted into the U.S. for the long term. If a person tries to sneak in and is caught, they can still ask for assylum and be automatically admitted.

Their hearings won't be for months or years, and they will be allowed full access to housing, food, and cash payments. Since we are nearing the end of Biden's term, many of the fake "assylum seekers" have been adjudicated and their claims denied, so they should be deported. But the Biden administration is not deporting them.
