That already tells us that there really aren't any nuclear weapons in Turkey.

The article is more so a diplomatic lesson from a rhetoric perspective than from a geopolitical perspective. Notice also the fourth, fifth and sixth paragraphs, in which the word "if" is repetitively used to elicit thought, but not truly to impart it.

Wah wah wah the war was all but over by the time he did that anyway. The most courageous order given was around the same time when Japan decided not to go through with a chemical weapons attack on the US mainland despite having the naval assets close enough to the continental US to carry it out.

Its first nuke test was in 1998. They have them as a deterrent to India wiping them off the map. There is a lot of border fighting and acrimony between those two.
