With a tight budget and little help from the federal government, Chester County applied for an election grant from the Center for Tech and Civic Life, a previously small Chicago-based nonprofit that quickly amassed hundreds of millions in donations to help local elections offices — most notably, $350 million from Facebook CEO Mark Zuckerberg and his wife, Priscilla Chan.

“Honestly, I don’t know what we would have done without it,” Turner said.

Election results from 2020 show Trump lost 3.3 percent of Chester County's vote compared to 2016, Biden winning Chesco by 17 percent.​

Election directors in those areas used those funds to offer voters additional ways to cast a ballot, such as by opening satellite offices and making drop boxes available.

Mark Zuckerberg helped some Pa. counties survive the 2020 election. Right-wing lawmakers say that was unfair.

More than 20 Pennsylvania counties turned to private philanthropy when it became apparent the Republican-led General Assembly wasn’t going to help them cover COVID-related expenses.

I totally agree with you. But you seem ignorant about how the electoral college works.
The electoral college member casts a vote based on the population it represents voting.
I know that may be complicated but that's the fact. Here read from an expert... FACTS... not guesses!
A candidate must receive 270 of the 538 electoral votes to become President or Vice President. If a candidate for President fails to receive 270 votes, the House itself will choose the President from among the three individuals who received the most electoral votes. The certificates bear the names of the electors pledged to vote for the winner of the popular vote. NARA staff review these to make sure they meet legal requirements. These individuals will cast their state's electoral votes in mid-December.
