Fraid so. It is not unusual for large colleges these days to have their own police force/precinct on campus that are very much real popo. My university had one and they were like SWAT when it came to taking your arse down for parking in the wrong place or if you let that meter in the garage expire for a second. Hell I used to get ticketed all the time for parking in the wrong direction in a parking garage even when I had time still on the meter because they have some obtuse rule that you have to back in when you park.
