Nope. The point of a government is to provide services to its citizens.
That is the only purpose of a government to be frank, no citizens, no succubae.
Look at Iran, and North Korea as an example.
We strongly discourage persons from traveling to those nations.
However, when our citizens do get into trouble there, our government still works to get those citizens out.
They don't just throw their hands in the air like

Well first, he could have not completely cancelled the contingency plan that the Trump admin was working on, and then created no alternative other than
"Hey...yeah if you're there it would be wise to leave...k thanks bye."
Secondly he could monitored the deteriorating situation in the AOR, and tailored his own plan (if he had a fuckin plan) toward getting our citizens out.
This would have probably meant maintaining airfields (Bagram, Kandahar, Kabul) and a military presence in the AOR to assist with removal of our most important possession..our
citizens.
Ya know...just fuckin thinkin a little bit? Critically? Time critical planning maybe? Listening the worlds largest intelligence infrastructure regarding the quickly unfolding
conditions?
