Without some announcement, about the activity, then all the activity could trigger a nuclear response. U. S. Military activities would not be at the "Band of Renegade Apache" levels.

Espionage experts worldwide would likely be putting all kinds of their allies on alert, for a response. Something like a Mosul attack could be misinterpreted, like Putin in Crimea and in other areas generally.
