Actually, this has happened in several countries over there.

Zimbabwe comes to mind. The blacks couldn't farm, but in a few years they became millionaires, and with the rampant inflation, they might have been able to buy a week's worth of groceries!!!
Same thing that happened in Haiti 200 years ago They divided farms into little plots and gave them to blacks with little experience and naturally production dived bringing about economic catastrophe; very predictable this time around.
