Fact - You cannot enter the capital as protesters while congress is in session, otherwise it is illegal to disrupt that session in protest, and Epps knew it. So regardless he was attempting to talk the protesters into something they knew was illegal, and when he did they called him on it.

Ray Epps didn't incite anyone. The people standing near him rejected his call to go into the Capitol. Police also did not incite that crowd. They did what they could to keep people out of the Capitol but were ultimately vastly outnumbered and overwhelmed.
