They are no more regulated than a private individual. The government doesn't regulate where your money comes from, or where it goes.
If you wanted to spend your entire salary on AR-15's and ammo, the government can't say a thing.

The Courts have determined that Americans are entitled to have weapons in general use by the military. Just look at the Miller case. They also have determined that weapons in general use are protected and there is no firearm in the US in more general use than an AR-15 with 25 million in the hands of citizens.

Citizens always were able to buy guns. The NRA wanted to sell more kinds of weapons. The NRA helped the limit on the kind of guns to expire.
