All have been receiving aid since before Israel gained control of the gaza and WB. All are still receiving aid from the UN even since the palestinian authority was established.
It has nothing to do with any restrictions Israel or Egypt put on good or people being transported through the check points in either direction. It has to do with how the arabs, including other palestinians treat the refugees.
