The form defines an operational process. That is quite different than law. The government actually is permitted by LAW to assign work permits, grant citizenship and enforce the laws. Obama may have broken protocol with DACA, but I’m not seeing an actual law that he broke. Do you have another link to the law?

So when Ceasar Chavez believed illegal Mexicans working the fields should be sent packing, was he Racist Fear Mongering? or was he just trying to be fair to those who came here the right way?
The people in this picture are nothing to be afraid of just like any other racial counter parts.... Mother , Father , three little kids, doesn't change the fact that we accept about a million legal immigrants a year and people are on waiting lists to come in. So why is it fair to let anyone cut in line? If it is fair then we need to open our borders and let one billion people come in from around the world.... who's to say one can come and one can't?
Also, Your example also does not represent every example. Kidnapping, drug trafficking, murder is much more rampant in Mexico and who do you think is doing all that down there? People are doing those things, so unless you have a way to vet who is coming across the border you risk importing a sub culture which is more dangerous.
If you realize that the woman in the picture is not threatening... you may not realize that her crazy alcoholic uncle and nephew who is affiliated with drug traffickers that may move in with them next year...... might be.
