I don't think either is particularly abusive. It depends on the parent and depends on the child.

I didn't use a switch or a time out and my kids turned out fine

When you smack the bottom of a two year old whos about to touch the hot stove then you can feel the pain in your hand and KNOW how hard you hit them.

If you hit a kid with an inanimate object you can not decern the level of pain you have just administered.

I only hit a kid in a situation like that.

There is a current study that says children who were spanked ( but not beyond the age of 6) were happier adults.
