In the movie your Command and Control system is compromised (likely as result of the sophisticated and smart cyberattack), your NSA and SECDEF are deserters (and likely traitors), your STRATCOM is incompetent (and possibly traitor, too).
And such things are pretty possible in reality.
You probably haven't read Pete Hegseth's book, "The War on Warriors".
As a combat veteran his modernization or upgrade of the "War Department" is all about lethality and readiness.
 
The "survivors" were herded into the massive shelters.

Subs are on station all the time.
Two of them are usulally on station in Atlantic and two in Pacific (usually at anti-Chinese positions). It takes fifteen minutes for them to get ready. Other are en route and it may take hours or even days to come to positions.

Strategic bombers take a few minutes,
Even if they are "ground alert" it takes almost hour to do it. But it takes roughly twenty hours of flight time to came close to Russian territory. But usually they are not even "ground alert".


ICBMs are always available.
For ICBM it takes 90 seconds to be launched. But if the cyberattack compromised your targeting system (say, by a little change in coordinate system) you need much more time to check your system and, may be, even make few testing launches.

He spends more time worrying about negroes with beards than knowing how many ships we and China have, and other vital facts. His priorities are fucked.

So, if the plot of the movie happened today, the USA would detect incoming warhead only over Canada, five minutes before impact and had no chance even to launch GBIs.
 
It is rare that I am genuinely pissed off at a movie.
One hour and fifty one minutes of build up - that ends without ending.
There is no ******* ending to this movie. It just stops in the middle of a scene.
It is not an ambiguous ending. It is less than that. There simply isn't one.

Unless you want to feel pissed off - STAY AWAY FROM THIS MOVIE.

There is the ending. Whatever POTUS decides - "retaliate" or "not retaliate", the USA is f#cked and hardly will survive. The choice "retaliate" might just add some killed Russians to the final outcome.
The choice leading to survival of the USA was spoilt because of incompetence of the decision-makers some minutes before the end of the plot.

First, the most unlikely nuclear scenario is a single release. It is literally committing national suicide. It is the one guaranteed way to end your nations existence.
Two - the movie is based on everything fails. Everything. It is filled with a total systemic failure of every system, every person involved. Literally every person involved is incompetent and part crazy.
Three - The United States has the best missile defense system in the world. Multiple layers of systems, of which, the movie left out. Simply didn't mention it. It only mentions two physical systems.
Four - all this movie is, is ONE 20 minute movie, replayed four times by how four people experienced it. You literally watch the same scene play out 4 times. With no ending.

And in such circumstances Russia, who has quite limited goals - remove America from Europe (and especially from Ukraine) may decide to jump from step 19 at the Herman Kahn's "ladder of escalation" (on which we are now) directly to step 29 (limited attack against population) and, may be, provoke chaos enough to force America to rollback from Europe.
