Controlling congress with a forty seat majority is different than what we have now. There are shills in the congress who are closet Progs. Getting that legislation passed was a miracle and yet had to be because Trump won the election and was attacked, smeared, and even had assassination attempts on him caused from the opposition like no candidate in history. A daycare center isn't a place of business. It is private property, not open to the public. There are very specific state laws surrounding daycare centers, and the protection of children.
