I think he means parties that actually have power. Sort of like Eurotrash parliamentarian systems. The two party system best serves America. The only time it really has problems is like now. Radical progressives usurped the moderates on the left and disrupted the balance and potential for compromise. It will take a long time for this to get fixed, but empowering other weaker and more radical factions won't help at all.

The whole point of the two party system is to engulf those radical elements and moderate their message into something that can be compromised with the opposition. Instead the radical socialists have usurped the Democrat party which created a fundamental divide in which compromise with moderates on the right is simply impossible.
