What don’t you understand? If you earned $8000, you owed $0 in federal income tax and your EITC was $3000, you would get a check for $3000. It is a fully refundable tax credit. It is absolutely welfare in some cases.

No it wouldn't target illegals, but again, what makes you think that many illegals don't collect more EITC than they pay? It is based on the number of children. If nothing else, it offsets much if not all and then some of the federal taxes they do pay. The point is that there is no evidence that illegals contribute more in taxes than they consume when taking into account education, benefits for children born of illegals into the US and EITC.

ProPublica did an exposee on how the rich (of all political ideologies) avoid paying income tax. Often they live on loaned money collateralized by their wealth. Also many--like the guy you voted for in 2012--Mitt Romney--live on lightly taxed dividend income. They’re literally avoiding paying hundreds of millions in income tax (if not billions).
