That's true.. It's the CARTRIDGE that has the "election data". Not really the main voting box..
The seals I saw broken were the kind of seals that are put there for warranty repairs. Repairs and mods to machines are necessary maintenance. And if the seal on the MAIN box is broken, it could just be oversight when the maintenance guy left and the County didn't reseal the main box with THEIR sticker.
You've got the election count on the cartridges (one issue) and the possible tampering with the MAIN boxes BEFORE the election is the other. Most any MAIN box tampering would be obvious by inspection. Since to REPROGRAM the box -- you don't need to look at or touch the hardware. (Maybe a jumper or two). So if the main boxes are "tampered", it's in firmware or software --- OR --- someone inserts a FOREIGN "skimmer" or device between a cable connection and the board. The latter is EASILY detectable by inspection..
