I myself had significant training in NBC. What that means is Defense. Essentially, how to detect chemical contaminants, and how to use STB to remove it.
He was a freaking Sergeant. Not sure about in Russia, but I can tell you that as a Sergeant, he was still nothing more than a babysitter, and had no involvement in any kind of actual "Chemical Weapon Research",
Just apply some logic here. How many Sergeants do you think were actually involved in building the Atomic Bomb?
I can tell you, none. That was the job of highly trained Civilians and Officers, with multiple college degrees. Not some Sergeant with a High School diploma and no special training.
Now maybe in Russia they take some kid right out of High School and go "Hey, let's train this kid into how to make chemical weapons!". But in the US, they do not. At that level, they are trained how to wear their gas masks properly, how to wear the chemical suits, and how to spray bleach all over everything.
How about discussing actual facts, and not insane speculations?
