Is this actually unreasonable?
First: how many daycare-aged children are in the area?
Second: where do the statistics for number of daycares come from? What counts as a daycare in the search done to find the locations?

I looked this up and, while I haven't yet found where the data comes from, I have seen discussion about the reasonableness of that many daycares in that area. Some have said there may be about 100,000 children under 10 in that area, which would mean about an average of 25 kids per daycare. If you assume half the of the kids actually go to daycare, that's 12 or so per. And that isn't the highest estimate I've seen bandied about for the number of daycare-aged kids within that area.

People have also questioned what qualifies as a daycare in the map. Was it a simple keyword search? If so, would things like doggy daycare or adult daycare have shown up on the search and be part of the map? Some speculated that it might include things like gyms that provide some sort of daycare service, or after-school programs at schools.

So while it's certainly possible that this map represents a lot of fraud, without a lot more information pointing that way, this seems like much ado about nothing.
The long and the short of it is that this isn't "just happening"...These border crashing thieves are being aided and abetted by people who know how to get the money to them.
 
Law limits the numbers of children per daycare worker. So average daycare can only accept 8 children. So 100k children at 60% daycare use ratio = 7,500 daycares needed for Boston

This is the Trump administration...where they first announce the crime...then investigate to see if it actually happened!!!! The old way of doing things was so inconvenient!

In Somali day care and learing centers, I suspect the ratio of caretakers to children is immaterial.

I agree that the Somali owned ones merit extra scrutiny since they seem to be the main perpetrators of the fraud that has been discovered and not just in Minnesota.
