Congressional reapportionment forecast is out for 2030 based on updated 2023 Census numbers. There are still seven years to go, so things can change, but there is a common denominator here between the states losing and a commonality between the states gaining and it's not hard to see.

 
If Texas ever goes blue is there any way for a Repub to win the White House?

Actually, yes, if they sweep the Rust Belt, at least currently. Not sure if that would work under this projected map.

Texas has been getting purple for some time now. Also depends on who is moving and their motivations.

It is also a question of where they are moving to.

Those moving to cities will more likely vote Blue
Those moving to rural areas will tend to vote Red
