After doing some research based on what I saw in the video, this occurred at the Chase Center in Wilmington DE, one of the sites of the DNC convention.

You can see them passing by an Iron Hills Brewery building and one of their locations is Wilmington and Wilmington just happens to be down the street from Chase Center. And Chase Center is actually where Biden and Harris gave their acceptance speeches.

Also, as everyone knows, Biden represents the state of Delaware and more importantly, currently resides in Wilmington.

So no, the video is not fake and the "bitch and her whiny kid" were, in fact, outside the Convention.
