It's no lesser crime to improperly store classified information on a server than on paper. SCI stands for SPECIAL COMPARTMENTALIZED INFORMATION.
SCI consists of extremely classified programs you must be READ INTO. Getting TS-SCI clearance is NOT like getting orher clearance.
Again, you are READ-INTO these programs. You can only talk about this information in special vaults / SCIFs.
You can NOT talk about this Info outside of these specially designated areas. You can't take any TS-SCI info out of these specially designated areas. YIU CAN NOT TAKE ANY OF THIS INFO HOME WITH YOU.
You can only talk about this info with others who are read-into these programs.
When you are mo longer qualified to have TS-SCI access...as was the case when Hillary left the State Department ... you are READ-OUT of these programs. During this process you are briefed that you can no longer - CAN NOT - have access to any of this information, can not have it in your possession, can not even talk about it.
Finally, you MUST sign an official document acknowledging you have been briefed on all of this and understand it. HILLARY CLINTON SIGNED THIS DOCUMENT WHEN SHE WAS READ OUT OF TS-SCI.

To have TS-SCI info in her possession she KNOWINGLY, INTENTIONALLY committed 'espionage'.
THERE IS NO WAY YOU CAN 'ACCIDENTALLY' WALK OUT OF A SECURE SCIF WITH TS-SCI INFORMATION, TALE IT HOME, AND HAVE IT IN YOUR POSSESSION.

When I was in the Air Force during the Vietnam war I was a medic. We dealt with classified papers all the time, and the saying was if there wasn't documentation it wasn't done.
