The 1994 agreement? I did not find text that excluded Ukraine from NATO security after giving up nukes.
In fact, a NATO-Ukraine Commission was set up in 1997 to guarantee Ukraine's security AFTER Russia promised Ukraine (1994) that it will not invade its borders, which it did in 2014.

In 1994, Clinton told Yeltsin that NATO would expand, and PfP membership is a track that will lead to NATO membership. The goal was stability of PEACE in that region, and NATO is a DEFENSIVE alliance.

However, under Putin, Russia changed its interest in peace & ATTACKED a peaceful PfP nation (Ukraine). As we have seen, Putin is a war criminal without interest in PfP's human rights values.
