Of course, it is a balancing act, the quicker a nation can contain it the the less economic damage and the quicker the country recovers. Also how effective the countries emergency stimulus plans are.

Perhaps their governors understand "federalism."

State governments do not have the power to force China to do or admit anything China does not want to do or admit.

It has to be an international investigation, with all the big economic players demanding it, that China cannot ignore.

Probably because a lot of the blue states are concerned with dealing with their virus outbreaks right now. And here's a hint for you. Some of these states are going to have issues with another outbreak...if they aren't experiencing it already.
Here are the states that have signed on. Louisiana, South Carolina, Alabama, Alaska, Arkansas, Florida, Georgia, Indiana, Kansas, Kentucky, Mississippi, Missouri, Montana, Nebraska, Oklahoma, Tennessee, Texas, and West Virginia.
