The problem is that, under Islam, you will always have religious leaders in charge. The only way there could ever be regime change is to have the populace denounce Islam and demand a lay government.

If we are talking about Iran, then it may be changed if the populace will be more national than religious oriented. In other words, the grow of nationalist sentiments will reduce religious affiliation. Islam is a religion that was imposed on Iran by occupiers - the Arabs and Turks; all that led to a downfall of cultural and political level of Iran, becsuse the Iranians had to subdue to people which stood on a much lower cultural stage.

I don't think that Iran will refuse Islam completely, because over the centuries it has rooted deep into the Iranian society. But inventing of some kind of Reformed Islam is quite possible.
