I think the point the author is trying to make is that they can rig it in such a way that Rubio comes in in a strong second thus bolstering the establishments boy wonder as still 'surging' and hot out of Iowa.

you obviously do not understand the process. Deals will be made, some will drop out, a candidate will be picked and supported by the entire party-----------------and that candidate will destroy the hildebeast, the old socialist, or plugs biden.
