This is quite simple. To use a legal term it would be "inevitable discovery".
Now, by extension, Walker's policy would inevitably lead to the limiting of collective bargaining because in order to support the law, limits would have to be established.
So you see, without specifically mentioning this, collective bargaining would have to be limited. Case closed.
BTW, the voters of Wisconsin elected new representatives what campaigned on looking out for the interests of the taxpayers.
Why anyone would want to continue the status quo of skyrocketing taxes to pay for ever rising wage and benefit costs for public workers is a mystery.

I'm not lying. Walker campaigned extensively promoting his plan and the fact that he was going to exempt Police and firfighters from it was well known. The GOP campaigned on the same damned thing two years prior and was defeated, in fact the laws restricting collective bargaining were proposed in the past and everyone knew exactly what they were getting. Further, many of the people effected just got the "right" to collectively bargain about those things two years ago. These "rights" are not enshrined in 50 years of law as your masters like to pretend.

Things change because in certain circles, they must.
The methodology of compensating public employees MUST change because it is no longer sustainable. End of story.
If public employees do not care for their benefits and wages being reined in, they are free to have a go at the private sector.
Oh, there is no movement of any significance to recall any senators.
I have no idea who or what started this bullshit but they need to put a sock in it. Cuz it isn't going to happen. Choosing to pass legislation that may be an irritant to some people is not grounds for recall. And no matter how much carping there is from the union people about it, it still doesn't matter. Did Obama state that his HCR bill would include mandates? No, he didn't, in fact unlike Walker, he just flat out lied and said he didn't support them.

Anyone who wanted to know what concessions the GOP would seek needed only to look at the legislation they proposed in 2008. WI voters knew well what was being proposed and limmiting bargaining rights is a "consession" the Governor sought.

The alternative is if grandfathering is done, massive layoffs of employees. At that point thse workers would receive a servarance plus any benefits due. No pension. No health insurance. The result is the same.
What is better, serveral thousand people with NO job and no benefits? OR everyone gets to keep their job with fewer benefits and limited collective bargaining?
At the end of the day, workers are going to get less.
All workers must sacrifice. It is what it is. Done.

The basis of this legislation is to prevent further increases without the scrutiny of the legislature.
