All that is needed is to level the playing field.....create a system that guarantees a quality education ( funding, facilities, access ) for all citizens regardless of station or location. Free higher education for all is a component of that system. As are adult education programs, vocational training and parenting/early childhood development training.

Inner cities can thrive.

Our kids receive a taxpayer funded public school education in which there are no additional expenses other than their tax burden. Public colleges and universities are also subsidized by taxpayers. That's enough.

Despite outspending the rest of the industrialized world our children are dumbed down and ignorant compared to them. Many of the worst performing school districts in the country are also the most expensive.

But....whether or not one's parents are educated is probably more important.

Parents are the biggest factor hands down. If you have educated parents you're likely to be more educated yourself. If your parents aren't then the odds are against you. If parents, from any walk of life, don't get involved in your education and treat the school system like their personal data care center while they go off to work and think the responsibility of your education is solely government's and not their's then it's not surprising you wouldn't do as well as those who have parents that do.

Nutters have been trying to stop low income people from becoming educated for decades. Some kinds of low income people for centuries.

If by nutters you mean the Democratic Party, then you're correct. They go out of their way to make sure there is no reform to the public education system. They make sure the public education system exists to serve the employees of the public education system, not the children.
