Your local party probably needed the money. So they sold the space. Prime space sells better, I suspect Fox were approached by your local party - the sales team will go after the advertisers they feel are most likely to be interested in the space. No big deal.

And it just so happens to be for the outlet widely seen as the GOP's propaganda wing.
