Bill Clinton attempted to implement Obamacare, which is a train wreck (and unconsitutional). Clinton could've gotten Bin Laden; but instead, he passed. Clinton deregulated Fanny Mae and Freddy Mac. Those are a few major things I can think of off the top of my head. He committed scores of political misdeeds while in office though.
