Sadly, it comes down to poor parenting.
Parents are responsible for educating their children.
It IS that simple.

Absolutely! Probably the biggest factor.

However, the public school system is also to blame. They have reduced the quality of education in order to accommodate the lowest common denominator. If they didn't do that then then very few Blacks and Hispanics would ever graduate.

Why are graduates of USA's public educational training systems academically and vocationally inferior to Germany's and many other nations' public school graduates? Any improvement of a nation's educational and training practices will no lesser improve the nation's social and economic well-being.
