In analysing what states spend the most federal dollars- it is clear that RED states tend to have higher poverty rates, and they definitely receive more fed money.

For whatever reason (and I don't want t get into that ITT) - the black community has been mired in desperation and poverty for some time - I know for a fact that GA & AL have the biggest problems in the big cities (Atlanta, Birmingham, Savannah, Montgomery, Augusta, Mobile)

also - when you look at charitable giving, actual dollars that are given out of pocket, Alabama is ALWAYS at the top of the list, as is Utah
