No. Birth rates are inversely proportional to a woman's status in society. Fully actualized women are deciding to pursue careers and other interests rather than raising children because they are not confined to the role of being a wife and Mother. Where women are still chattel, such as the Islamic world and sub Saharan Africa, birth rates are still high because women have little choice in controlling their lives.

I get your point. But having kids is not a responsibility. That should be a choice. If a couple doesn't want to have kids and takes the responsibility to prevent from having them, that is being a responsible adult.
