Bush didn't read his briefing books. He was famous for requesting verbal reports.

Bush didn't ask questions in meetings. Several people (Tres Sec Paul O'Neill was the first) have stated that Bush just sat there during meetings with aides and cabinet heads without asking any questions or even acknowledging what was said. He didn't even offer comments. encouraging debate.

Bush didn't pay attention to information that conflicted with his already held beliefs. He just plowed ahead.
