Actually Mueller was involved. He referred the issue to Rosenstein who went judge shopping instead of going to a grand jury for a search warrant. It begins to appear we should be referring to them as Mueller-Rosenstein or Rosenstein-Mueller instead of individually.

Apparently, he discovered some evidence of other types of wrong-doing. He was/is obligated to alert the authorities with appropriate jurisdiction, and did so. The individual with jurisdiction was/is the U.S. Attorney for the Southern District of New York, Berman. He reviewed the case and obtained a warrant. The appropriate procedures appear to have been followed, procedures in place decades or more before the 2016 election. I'm sure that Berman and the judge who signed off on the warrant are very, very well aware of matters involving attorney-client privilege, so you can all just shut up about it.

Time and again since the right-wingers got into power, they have failed to follow long-established legal rules, procedures, and protocols. This is getting really boring.
