I've been following the exploits of this old hermit as he travels around KKKalifornia with his mule. At least once a week the government harasses him. A few days ago he had 5 cops and 2 animal control officers harrased him. By harass I mean ask where is he going, what's he doing, etc. Sometimes they arrest him for sleeping on public property.

His answer is totally American.

Part of the mandate of police, from the politicians, is 'perception of public safety'. This means investigating those things that 'aren't quite right' not because they might be offenses but because, if ignored, the general public would feel police aren't doing the job of keeping them safe.

Once a person like this becomes known to police, we just go over and say, 'Hi' which shows the public we are taking notice of and dealing with the unusual.

Yea, totally sucks... ultimately, police policy is driven by local and state politicians. We are basically the enforcement arm of their pandering.
