The mayor of Baltimore set up and ALLOWED looting of citizens property in
certain "zones".

1, What LEGAL standing does a mayor have to do this?
2, If there is no legal standing should she be charged?
3, Do citizens have rights suing government for ALLOWED thefts?
4, Do citizens have rights suing for damages?

skipping passed the riots AND what caused them did the mayor in fact commit a crime?

Yes, she is a criminal and should be jailed.
but she won't be and I doubt that Holder, Obama or Clinton have anything to fear even without pardons. Those three are making Rs out of Ds at a record pace so the opposition would be stupid to interfere with their deconstruction of the main opponents of the Rs and the Ds have not elected a non-incumbent, non-"first" of some sort since 1884 if you count Cleveland's 1893-7 term as a semi-incumbent election.

2, Banks seeking investment.
3 Real estate sales.

True but given her actions do you think she's bright enough to realize that? There is also the possibility that she was bribed to turf out the ghetto for gentrification and screwed up the transaction.

Excellent point on the bribe! Never thought of that. BRAVO!
 
My own suspicion is the developer was leery of underbribing and went to far the other way. The joke about politicians is that when offered fame and power by the devil in return for their soul they ask what the catch is.

Property values would drop a lot in her APPROVED looting area making a real estate flip VERY rewarding.
