As Ezra Klien points out, At the time Gregg made this statment, Dems were pushing against re-conconciliation. It's amazing how both sides of the aisle support things when it will help them but oppose them when it helps the other side. Although I can see why Dems tried to block the use of re-conciliation on Republican agenda than Republicans blocking Healthcare Reform that includes many of their proposals from times past.
