The "limits cooperation" phrase doesn't exist. Here is the pertinent excerpt from the link:

You didn't copy that word for word so you lied. Maybe I missed the word "limits" in that one line paragraph but that is unlikely since I used the finder app on my MAC to scan the entire page for the term l'Limits cooperation." The word cooperation is there but the term "limits" is no where on the page. now what does any of that have to do with the op?
