To put in simpler terms, a person with gender dysphoria is not mentally ill; they are dissatisfied with the gender assigned at their birth.

Someone who "thinks" or "feels" they are in the wrong body isnt a mental disorder? Something is wrong. It isnt physical. So that really only leaves one option.
 
There's a dress code for males and females. He's a male. He has to abide by the dress code for males just like all the other males if he wants to attend the graduation ceremony. He is free to not attend said ceremony if he doesn't want to do so. Someone should have taught this person that the world does not revolve around them a long time ago.

Irrelevant. We are talking about a federally funded public school, in other words a government actor.

They have different requirements than private employers.
