It depends on the source of who's doing the judging regarding IPA's.....No two opinions or surveys are ever the same.

Personally, Heady Topper is OK, but i'll take Fuzzy Baby Ducks IPA over it any day.....And of course, give me a Fat Tire Pale Ale, or Newcastle Brown over just about anything.

Clearly you know little about beer.
Newcastle brown is mass produced crap, travels badly and is produced using cheap six row barley, cheap yeast and pellet form hops.
All the major beer publications in the USA have placed heady topper at or near the top of their lists, some may have chosen pliney from Russian river brewing, but pliney won't travel well either.
But if you think you know better than "ale street news" or "beer Advocate" then you should start your own publication.

I owned a fine dining restaurant for many years, over 75 beers on tap, not including bottled offered. My beer menu was two pages longer than my wine menu... I've tasted beers from all over the world, can't even count how many...My supplier brought new product on a regular basis for sampling. The best made it under the handles, as long as they could supply.....The best IPA I ever tasted was FBD's, but it's a limited run beer by NEBC, very few people get to taste it, and they could not make demand, therefore, they could not be put under tap.....But, as far i'm concerned, it's the best IPA i've ever had the pleasure of tasting.....Bottom line, as with food and wine, no two persons palletes are the same.

Speaking of Beer Advocate, I know it quite well, seeing as though I worked with them in the past,....As a chef, i've done consulting on beer/food pairings for them....Here's a link you might find interesting.
