Announcement absolutely was made by Sondland to Ukranian officials and other diplomats that EVERYTHING (the phonecalls, the WH visit and even aid) is conditioned on investigations and public announcements by Zelensky. He testified to it before Congress.

The aid was held back with ZERO sane explanation and released only AFTER CONGRESS OPENED INVESTIGATIONS.
