The rest of the world's countries will jusge Biden on US foreign policy as to how it relates to their country. His domestic politics won't be of much interest to other countries.
However, there's little doubt that anyone who is tuned in politicallly in other countries, will be fully aware of far off the rails Biden has become.
At the time of his election his mental capacities were questionable at best but still judged not to indicate to mental health professionals as Alzheimer's.
There's little doubt that has changed dramatically over two years.
(I'm not inferring that Trump would have been more acceptable)
