Remember, it was a Republican President and Legend, Ronald Reagan, who exempted people below the poverty line to pay income taxes with the passage of the 1986 Tax Reform Act.
For all the right wing rhetoric that the poor need to pay more, it was a Republican icon who made the decision to exempt the poor from income taxes. According to Reagan, "millions of the working poor will be dropped from the tax rolls altogether, it will be the best poverty bill, and it is pro-family."
