This "test" is meaningless hogwash, much like the ones on FNC. Isn't there some way to accurately distinguish between the financial "plums" that are handed out in return for campaign donations and legitimate tax/accounting issues such as depreciation/depletion and accelerated deductions for R&D?

I think tax credits for solar installations, hybrid cars and ethanol fuel are among the worst offenders.
